However, there's a hitch—49 proposed reinforcements are awaiting their work permits to start on the island. According to Mariano Juan, this bureaucratic delay could leave the bus network short of staff. The Consell Insular, while aware of Alsa's call for help, clarifies it has no authority to expedite these work permit processes.
